Dr. Sibel Oktay is Associate Professor of Political Science at the University of Illinois at Springfield and a Nonresident Senior Fellow of Public Opinion and Foreign Policy at the Chicago Council on Global Affairs. She holds a PhD in Political Science from the Maxwell School of Syracuse University. Oktay studies the domestic politics of foreign policy and the role of leadership in policymaking with regional expertise in Europe, the Middle East, and the United States. She is the author of Governing Abroad: Coalition Politics and Foreign Policy in Europe (University of Michigan Press, 2022). Her research also appears in the Journal of European Public Policy, European Journal of Political Research, and European Security, among others. Her commentary and analysis have been featured in The New York Times, NPR, BBC World, The Hill, Vox, and War On The Rocks as well as in international news outlets in Brazil, Canada, Greece, Lebanon, the Netherlands, Turkey, and the United Kingdom. She currently serves on the editorial board of the journal International Studies Perspectives. Previously, she served as chair of the Department of Political Science and director of the School of Politics and International Affairs at UIS, president of the Foreign Policy Analysis section at the International Studies Association, and program co-organizer of the Foreign Policy division at the American Political Science Association. Oktay is a 2023-2024 recipient of the Jefferson Science Fellowship. She currently serves as an expert Foreign Affairs Officer at the Foreign Service Institute of the U.S. Department of State.

Since the end of the Cold War, the Euro-Atlantic region had been grappling with two interconnected debates. The first concerned burden-sharing and whether Europe should decouple militarily from NATO, while the second asked whether NATO should prioritize liberal democratic values over conventional security issues to address new global challenges. Russia’s full-scale invasion of Ukraine swiftly shelved both debates in favor of a renewed and hurried interest in NATO’s traditionally conceived defense framework, prompting even some of the historically non-aligned states to seek membership in it. In this talk, non-resident senior fellow and associate professor of political science Sibel Oktay will provide an overview of NATO’s role in European security and explain how the war in Ukraine shapes its evolution. Emphasizing the influence of US foreign policy, the Swedish and Finnish bids for NATO membership, and Turkey’s increasingly untenable position as a member state, she will discuss where the Alliance might be headed.
